India?s Wind Energy Potential 30 Times Greater Than Believed, Study says
A new report says that the wind energy potential in India may be 30 times greater than previous government estimates, a finding that the authors say could provide a critical solution for a country facing chronic electricity shortages.
In an analysis of land actually suitable to wind power development, researchers from the U.S. Energy Department?s Lawrence Berkeley National Laboratory found a potential for 2,006 megawatts of energy with the deployment of 80-meter (262 feet) turbines and 3,121 gigawatts using 120-meter (393 feet) turbines.
The Indian government had previously estimated that the nation?s on-land wind energy potential was 102 gigawatts. Improved turbine efficiency and the inclusion of a wider area of land suitable for wind energy development contributed to the significantly higher estimates.
?The main importance of this study, why it?s groundbreaking, is that wind is one of the most cost-effective and mature renewable energy sources commercially available in India, with an installed capacity of 15 gigawatts and rising rapidly,? said Amol Phadke, lead author of the report.

Satarii Swivl
In the age of overnight YouTube stardom, the power and reach of online video has never been greater. But putting together an engaging clip can be a big challenge?especially if you're riding solo. That's where the Swivl ($179 direct) from Satarii comes in, improving hands-free video recordings with your smartphone or small digital camera. The Swivl is an easy-to-use, automated "personal cameraman" that keeps the action in frame so you can focus on your own performance. Though it's a bit on the expensive side, and occasionally hiccups when it comes to smoothness and accuracy, the Swivl is an able companion for the burgeoning Internet star in all of us.
Design, Setup, and Features
There are two main components to the Swivl: The rotating, motorized base and the wireless remote. Both resemble black, oblong pucks, with glossy plastic bodies and green highlights throughout. The base is the larger of the two, measuring about 5.5 by 4.2 by 1.5 inches (HWD) at its widest points. At 2.5 by 2 by .75 inches, the remote is small, but still noticeable on video?especially when fastened onto a shirt with the attached metal clip. The remote also has a built-in microphone for clear wireless audio recordings. Along the side of the dock and remote are battery compartments (2 AA's for the dock and 2 AAA's for the remote are included). There's also a microUSB port on the back of the base?it's for a forthcoming AC adapter and future firmware updates (though neither were available at the time of this writing).
The Swivl is made first and foremost for the iPhone 4 and 4S. It features a stowaway cable with 30-pin Apple dock connector for attaching your phone and using the companion app to access extra features. You can also use the Swivl with any smartphone measuring less than 11mm thick, as well as a small digital camera weighing less than six ounces, using the including tripod mount adapter. But you lose some of the controls and features on the iPhone?more on that in a bit.
There are two identical buttons on both the main base and the remote: Action and Record. Mount your device, press and hold the Record button on the base until the LED indicator turns red, then do the same on the remote?at this point both LEDs should turn green to indicate connection. For non-iPhone users, that's it as far as setup. Walk around and the Swivl will stay locked onto the remote. If you press and hold the Action button on the remote, it adjusts the angle of the arm and ensures proper framing.
The Swivl app for iPhones opens access to additional settings and features. These include toggling between Standard and Sport mode, choosing the audio input (iPhone or remote mic), toggling focus lock, and checking on the battery of both the base and remote. These must be done before you begin filming and cannot be accessed remotely. Pressing the Record button on the remote will, of course, start recording on the iPhone.
Performance
Setup was simple and straightforward, and within a few minutes the Swivl was dutifully following my every move. There's a lot to like about the Swivl, but it has its limitations. For the most part, the Swivl's motorized base locked onto the remote and followed me as I paced up and down a hallway. However, it's most accurate when there is a direct line of sight between the base and remote. It stuttered when objects were placed in between, or when the remote was placed inside pockets. The tilting arm was also much slower than the rotating base, and I often found myself exaggerating movements with the remote to get the right angle?not exactly ideal for making a seamless video. The rotation was not always smooth, with some stuttering even when the remote had a clear line of sight.
There are two modes for the Swivl base, Standard and Sport. Sport was definitely faster, and able to keep up with my awkward sprints up and down the aisles of the PCMag labs. However, with slower movements, the Sport mode was jerkier than Standard. Overall, though, the Swivl proved to be a capable and proficient automated cameraman.
The built-in microphone on the remote is a great bonus?adding a lavaliere mic without any additional hardware. I tried using the microphone on the iPhone, but the audio was too low and picked up far too much room noise. When using the remote mic, however, my voice came through loud and clear, even when standing a good distance away from the base.
I also tested the Swivl with some non-iPhone options. An 8.49mm thick Samsung Galaxy S II?fit into the adjustable arm, though it was a bit snug. The included camera mount worked well with a Canon PowerShot Elph 310 HS?(a compact point-and-shoot) and with a Samsung WB750?(a slightly heavier compact superzoom), but with the latter the Swivl was clearly laboring, and movement was not as snappy or responsive.
Conclusions
The big question with the Swivl is: What is it for? For one, the Swivl would be a great companion if you FaceTime or Skype often and want the freedom to do other tasks simultaneously. The Swivl is also ideal if you're looking to put together engaging video tutorials. Browse YouTube and you'll find an endless selection of poorly produced or boring videos. For the most part, these self-produced videos are limited to stationary speakers and standard cutaways. Aspiring chefs, for example, could move from station to station, prepping various parts of a meal, without ever having to go back and readjust the camera. Additionally, if you're looking to put together a skills tape for sports recruitment, the Swivl could make a useful companion. Obviously a real cameraman would be better, but not everyone has access to the proper resources.
All told, if you spend a lot of time making your own videos, the Swivl could be a worthwhile investment that will save you a lot of time and trouble when shooting solo. It's no substitute for professional video production, but it doesn't have to be. This one is for the YouTube and Skype generation?and for that, it will certainly suffice.?

Victory pays? City Hall looks to kick-start West Dallas development ...
Victory Park has had no shortage of setbacks, from the seizure of key properties by German investors to the struggles of the too-high end retail that gets spare business even on game days.
Still, the development has been a property value boon over the brownfield that it once was.
The land's value has spiked "2,000 percent" since the late 1990s, said Karl Stundins, area redevelopment manager for the city's office of economic development.
Now, having paid off the American Airlines Center early, City Hall is looking to peel off some of that increased tax value to help accomplish several complicated jobs.
Stundins said there have been discussions with stakeholders in Victory and West Dallas for more than six months about hitting the restart button on the special tax district, or TIF, around Victory.
The Sports Arena TIF could be restructured with new boundaries to boost development across the Trinity River in West Dallas and to help fund structured parking lots in Victory itself, Stundins said.
"The TIF has a revenue stream, and we can actually take a part of that revenue stream going forward out of Victory and use it to kick-start the West Dallas area. That's our intention," he said.
Money from the TIF could also be used to help the struggling retail businesses in the area become better connected to the arena, under the plan being discussed.
And finally, Stundins said the city and Victory stakeholders are discussing ways to improve the AT&T Plaza at the arena and to find ways to keep the restaurants and shops on the arena's ground floor open continually, instead of just on event nights.
It's all part of plan to help Victory become what it has so far failed to be - a successful and vibrant urban neighborhood.
"Our office thinks for the long-term good of the city, we need to develop the surface parking lots into a neighborhood that connects with the arena, downtown, the Trinity and the Design District," Stundins said.
And West Dallas is a natural extension of the Sports Arena TIF, as the closest part of the city across the river from Victory Park.
Much of West Dallas currently isn't in a tax-increment finance district, a tool City Hall uses to skim tax revenue off the top of increased property values for use as an incentive to boost development. Parts of the area are in the Fort Worth Avenue Redevelopment District.
Getting the area into an established TIF that is already making money could speed its re-development.
Or not.
"West Dallas is an untested market. We like the plans, but much like the Oak Cliff Gateway and the Cedars, it's hard to tell what development may occur," Stundins said.
When it comes to using funds from Victory, City Hall has another, more pressing problem than West Dallas anyway - parking at the AAC.
There are acres and acres of surface parking lots at Victory that could be developed. But the arena needs parking for games and other events.
Steve Brown reported just a few days ago on tussle between Ross Perot Jr.'s Hillwood and the AAC's operating company over Hillwood's intention to sell a 6-acre parking lot next to the arena for development.
Hillwood has signaled it is agreeable to a delay. But short-term delays won't solve the parking problem City Hall faces with the arena.
Stundins said the TIF could help fund a structured parking lot of 1,200-1,300 spaces. That would amount to phase one of a plan to free up about 20 acres of developable land around the arena.
But nothing is certain.
"The process of converting the surface parking into structured parking has not been completely amiable among the parties," Stundins said.
Still, City Hall is pressing forward. If the Sports Arena TIF isn't re-worked soon, it will expire, having accomplished the goals set for it when it was set up in the late 1990s.
The TIF's board meets March 26 to discuss the plan and its next steps.
Ultimately, it will fall to the City Council to approve any new plan.

Now a Bronco, Manning says hello to his new team
DENVER (AP) ? John Elway flashed that mile-wide grin and turned the microphone over to his new quarterback, Peyton Manning.
Talk about a powerful pair.
Introducing Manning as the newest Denver Bronco on Tuesday, the two Super Bowl winners each talked about hoisting another Lombardi Trophy, this time together. And soon.
"I realize I don't have 14 years left, by any means," Manning said. "This isn't something where I'm just building a foundation to do something in two years or three years. This is a 'now' situation. We're going to do whatever we can to win right now. That's all I'm thinking about right now."
Just so long as Manning's surgically repaired neck goes along with the plan.
Neither he nor Elway has a doubt it will, and the Hall of Famer-turned-executive knew the NFL's only four-time MVP was just what his club needed.
The franchise has won just two playoff games since Elway's career came to an end with a second straight Super Bowl triumph in 1999.
Denver's last playoff victory came over Pittsburgh two months ago, when Tim Tebow delivered a stadium-rocking, 80-yard pass to Demaryius Thomas on the first play of overtime.
But things change, and in the NFL, they can change fast. Tebowmania is now a passing fad in Denver.
A couple of photos of Tebow that once adorned the halls at the Broncos' headquarters were gone Tuesday by the time Manning was introduced.
"I believe that he's got a lot of great football left in him," Elway said of his new QB. And if that's true, the Broncos will wind up paying him $96 million over five years under his new deal.
After holding up his new, bright orange jersey in a photo op with Elway and owner Pat Bowlen, Manning answered many of the questions that have been bouncing around since March 7, when his old team, the Colts, released him to avoid paying a $28 million bonus and set in motion one of the most frenetic free-agent pursuits in history.
The first issue on everyone's mind: So, Peyton, how do you feel?
"I'm not where I want to be. I want to be where I was before I was injured," Manning said, referring to the neck problem that kept him off the field in 2011 after he'd started every game for the Colts for the previous 13 seasons. "I have a lot of work to do in getting to where I want to be from a health standpoint and learning this offense. This is going to take a ton of work."
As far as being the man who could bring about the end of Tebow's stay in Denver, Manning said: "I know what kind of player Tim Tebow is, what kind of person he is ... and what an awesome year he had this year. If Tim Tebow is here next year, I'm going to be the best teammate I can be to him, he and I are going to help this team win games. If other opportunities present themselves to him, I'm going to wish him the best."
On Elway's role in leading him to choose Denver over other suitors, the most serious of which were the Titans and 49ers: "Everyone knows what kind of competitor he is as a player. I can tell he's just as competitive in this new role. That got me excited."
And so, the deal ? the club's most dramatic since Elway was acquired from the Colts in 1983 ? was sealed.
With the new contract in place, Manning plans to retire in Denver. The Broncos, meanwhile, have some protection in the way the deal was formulated. There's no signing bonus. Manning will get $18 million guaranteed for next season, but must pass a physical before each season, starting in 2013, to get paid.
"I don't consider it much of a risk, knowing Peyton Manning," Elway said. "I asked him, 'Is there any doubt in your mind that you can't get back to the Peyton Manning we know of?' And he said, 'There's no doubt in my mind.'"
Elway's move to the front office last year set off a whirlwind of activity that landed the Broncos in the playoffs. But the old QB is in this to win Super Bowls and he's throwing his hat in with Manning, the 50,000-yard passer who redefined the quarterback position through the 2000s, not Tebow ? who seems most comfortable carrying and not throwing the ball.
"Tim Tebow's a great kid. If I want someone to marry my daughter, it's him," Elway said.
But to run an NFL offense, to get a title, he wanted Manning.
"My goal is to make Peyton Manning the best quarterback that's ever played the game," Elway said, "and he's got that ability with the football that he's got left.
"He's a guy that raises all boats. He's already made (his teammates) better, and they haven't met him yet just because of the type of person he is, his reputation and what he's done in this league. So, he's just going to have a tremendous effect on the Denver Broncos."
Manning, who turns 36 on Saturday, said he made a quick connection with Elway, who won his two Super Bowls in Denver after his 37th birthday. Since No. 7's retirement, a long string of 11 quarterbacks have come to Denver, trying in vain to replace the irreplaceable. If anyone can get out of that shadow, Manning could be the man.
He's got two trips to the Super Bowl and one title, 11 Pro Bowls and was the fastest player to reach 50,000 yards and 4,000 completions. His first TD toss for Denver will be his 400th.
Manning's familiar No. 18 was actually retired ? a tribute to Denver's first quarterback, Frank Tripucka. But Tripucka was more than happy to let Manning bring it out of mothballs.
The new face of the Broncos stressed that he was ready to work and was planning to stay in town to do so.
Manning even picked up a playbook Tuesday, but the offense crafted for and by him will be drastically changed from the option-heavy one that Tebow ran in Denver last season. And coaches can't answer any questions Manning might have until April 16, when offseason programs can begin around the league and he'll finally be able to work out at Broncos headquarters.
Still, it's expected he'll be able to run his kind of offense in Denver. Coach John Fox said he can't wait to pair that no-huddle approach with Denver's altitude for a double-whammy on defenses.

Shelters everywhere will soon be flooded with them.?Some?of the puppies and?kittens will be old enough to be available for adoption when they arrive at the shelter, while others will be too young or small.? Because their immune systems aren?t yet mature, young animals in shelters are at increased risk of becoming ill, and possibly not surviving until they?re old enough to be adopted.
In addition, shelters will soon begin to see many pregnant dogs and cats. Many shelters don?t have the space or resources?to care for those moms-to-be and their litters, once they arrive. In an effort to avoid having to euthanize those animals, shelters often place the mothers and/or babies into foster care until they?re ready to be adopted.
Foster families take in shelter animals for a few weeks and raise them until they are old enough for adoption. Some foster families take in moms-to-be, some take in moms with litters, and still others take in puppies or kittens that arrive at the shelter without their moms. Once the puppies and kittens are old enough, they and their mothers return to the shelter where they become available for adoption.
Fostering not only benefits the animals, but is also very rewarding for their foster parents. Every year foster families save the lives of hundreds of animals at our shelter. There is another benefit, as well. Not everyone is in a position to make the lifetime commitment required of pet adoption. Fostering allows those people the opportunity to have pets for shorter periods of time. They love and care for the animals as their own while they have them, but are able to return them to the shelter when the time comes.
Puppies at the shelter
Not every foster experience ends with the animal returning to the shelter, however. One of the hazards of being a foster parent is becoming attached. It isn?t uncommon for foster families to decide to adopt one or more of their charges.
On a more serious note, the Redlands Animal Shelter is already in need of foster families for our feline moms-to-be and moms with litters, and will soon be in need of foster families for puppies, as well. Harry Redknapp's Tottenham Hotspur side will aim to put aside concerns about their recent Premier League slump when they face Bolton Wanderers in the FA Cup sixth round at White Hart Lane on Saturday.

And while the prospect of a place in the semi-finals and a confidence-boosting trip to Wembley is clearly an incentive in itself, Redknapp's team also need a victory to reignite their season after their worst run of an impressive campaign.
"It's important to the whole club," said Spurs forward Rafael van der Vaart. "Winning medals and trophies is the most important thing for a player and you need a little bit of luck to do it.
"Of course you'd love to win league titles and the Champions League, but the FA Cup is also good, every title counts.
"It would mean the world to win the FA Cup. As a club and as a player you want to win titles, you want to win something and the FA Cup is big.
"I'm not from England, but when I was young I always used to watch the FA Cup Final, it's a big day and it would be a dream to play that game," the Dutch international added.
Concern about Redknapp's long term future at the club has dominated recent weeks, with the manager rated the odds on favourite to succeed Fabio Capello as England coach.
Redknapp insists the speculation is not to blame for Spurs' recent dip in form, but another defeat by a struggling Bolton team will only fuel suggestions it is proving a distraction.
However, Wanderers manager Owen Coyle is convinced the two factors are unrelated and maintains Tottenham go into this quarter-final tie as favourites.
"If you analyse the performances -- as we do because we are playing against them -- you realise Tottenham have been playing at a very high level," Coyle said.
"People are talking about how Spurs' recent results haven't been great but you have to look further than that. Their performances recently have been of a very high standard but they haven't carried that little bit of luck.
"Tottenham against Manchester United were outstanding and at Goodison on Saturday there were spells when it was like the Alamo when they were looking to get the equaliser.
"So this is a quality side led by a fantastic manager and we are going to have to be at our best.
"I think they are the favourites for the FA Cup, this is a club that has carried all before them this year."
Bolton head south boosted by last weekend's victory over fellow strugglers Queens Park Rangers, a win that moved Coyle's side out of the bottom three.
Premier League survival remains the club's main priority but, after losing 5-0 to Stoke City in last season's semi-finals, Wanderers would relish the opportunity to avenge that humiliation.
"We are under no illusions -- our priority is to remain in the Premier League," Coyle said. "But within that, I also believe that we can continue to progress in the FA Cup."
He added: "We have shown as a club that we love the FA Cup, through history and tradition. Even last year and as disappointing as the semi-final was, we loved that FA Cup run"
Chris Eagles is a doubt for Bolton while Marvin Sordell is Cup-tied.

Experience in all cets of marketing including online, direct mail, web-based, with an ability to develop integrated marketing programs incorporating appropriate elements to achieve desired outcome.
